Agenda 21 for Culture is an international framework that promotes culture as a pillar of sustainable development. It was adopted in 2004 by the Committee on Culture of United Cities and Local Governments (UCLG) and serves as a reference for cultural policies in cities and local governments around the world. Its approach is based on the relationship between culture, human rights, diversity, governance and sustainability. It seeks to guarantee access to culture, encourage citizen participation and strengthen local identity in the context of globalisation. The agenda promotes the creation of inclusive cultural policies, the protection of heritage, support for creativity and cooperation between different actors. Cities and organisations can adhere to its principles and receive advice on how to implement innovative cultural strategies. In short, Agenda 21 for Culture strengthens the role of culture in building fairer and more sustainable societies.
