Garapen is the professional association that brings together local development agencies from the Basque Country. Its mission is to strengthen local development through strategic thinking, practical implementation, and inter-agency collaboration. It provides services such as information and advisory support, tailored training, joint reflection forums, knowledge management, and collaborative project development. Garapen also represents the agencies in institutional relationships. It functions as a trust-based network with a flexible and financially balanced structure. The association aims to build common positions on key issues, share best practices, and develop innovative tools to address local development challenges.
